However, two months after the end of the negotiations, UVic administrators and the Board of Governors refused to appoint a 20-year-old music school veteran as a «schoolmaster,» as outlined in the guidelines. The Employment Agency (LRB) has decided that the guidelines are not a collective agreement and that the faculties` association is not a formal bargaining partner for meeting professors.
