The university adopted a set of short-term employment guidelines in 1996, after two years of negotiations with the meetings. However, two months after the end of the negotiations, UVic administrators and the Board of Governors refused to appoint a 20-year-old music school veteran as a «schoolmaster,» as outlined in the guidelines. The Employment Agency (LRB) has decided that the guidelines are not a collective agreement and that the faculties` association is not a formal bargaining partner for meeting professors.
